New Construction and Major Renovation Projects
Technical support and cash incentives are offered to owners and design teams for new construction, major renovation, and building addition projects. This multi-faceted program offering covers incentives for new energy efficient equipment installed in these projects, free technical assistance for smaller projects (<50,000 sf), and incentives for design teams participating in the design support process for larger projects.
The program classifies new construction as site preparation for and construction of entirely new structures and/or extensions to existing buildings. Major renovation refers to extensive alteration of an existing building encompassing projects where lighting and HVAC systems are being completely replaced. Installation of equipment in other types of buildings should use applications for Existing Building
All New Construction / Major Renovation projects
are eligible for cash incentives for a broad list of pre-qualified prescriptive measures, or custom measures which exceed the Maryland State Energy Code efficiency requirements.

- Packaged HVAC Units
- Commercial Water Heating
- Specialized Controls
- Commercial Refrigeration & Kitchen Equipment
- Custom Projects
In addition to equipment incentives, for customers with New Construction / Major Renovation projects less than 50,000 sq. ft. of conditioned space, the Program staff offers free technical assistance to promote energy efficiency options. Our energy engineering professionals will work with you or your design professionals to review plans and equipment specifications in an effort to maximize available prescriptive and custom program incentives. Projects larger Than 50,000 sq. ft. of conditioned space are eligible for technical assistance, or may participate in Comprehensive Design Support described below.
Comprehensive Design Support
In addition to equipment incentives, for New Construction / Major Renovation projects larger than 50,000 sq. ft. of conditioned space, the Program offers the services of energy engineering professionals who will work with the customer and their design team from the conceptual design stage of the project to help identify potential alternative efficiency measures / designs to consider and assistance in analysis of energy efficiency design options. We offer cash incentives to the design team for work and analysis necessary to accommodate Program recommendations accepted by the customer.
The Comprehensive Design Support requirements and processes are structured to support participation in the LEED rating system, if the customer so desires. However, the Program energy baseline will be compatible with the most recently adopted Maryland State Building Code, which references ASHRAE 90.1-2010. The LEED energy baseline reference is 90.1-2007
